Spending review - 2023
<p>The 2023 OECD Survey on Spending Reviews provides practitioners, academics and civil society with an overview of spending review practices across OECD countries, including information on conducting spending reviews and linking their results to the budget process.

<h4>About this questionnaire</h4>
<p>The content of the 2023 database was collected using an online <a href="https://webfs.oecd.org/governmentataglance/Budgeting/2023%20OECD%20Survey%20on%20Spending%20Reviews.pdf" target="_blank">questionnaire</a> and a <a href="https://webfs.oecd.org/governmentataglance/Budgeting/2023%20OECD%20Spending%20Review%20Survey_Glossary.pdf" target="_blank">glossary</a> was also provided to guide respondents.

<p>The 2023 dataset provides information on the following topics:</p>

<li>Section 1 – General features (questions 1 to 8)</li>
<li>Section 2 – Governance and organisation (questions 9 to 11)</li>
<li>Section 3 – Link to budgeting (questions 12 to 14)</li>
<li>Section 4 – Transparency and accountability (questions 15 to 16)</li>
<li>Section 5 – Revision of the spending review framework (questions 17 to 18)</li>
</ul></p>
<p>The 2023 database comprises responses from 35 OECD countries<sup>1</sup> and the data refers only to central/federal government practices as of 31 August 2023. Respondents were predominantly Ministry of Finance officials. The content of the database draws heavily upon self-reporting from governments representing the country’s own assessment of current practices and procedures.

<p>Preliminary results were presented at the 19th annual meeting of the Working Party on Performance and Results in February 2024.</a>.
