Policy coherence for sustainable development - 2023
<p> The 2023 OECD Questionnaire was developed to facilitate collection of information in the context of the reporting to the OECD Council in 2024 on the implementation of the <a href="https://legalinstruments.oecd.org/en/instruments/oecd-legal-0381" target="_blank">OECD Recommendation on Policy Coherence for Sustainable Development</a>.

<h4>About this questionnaire</h4>
<p>The content of the 2023 database was collected using a <a href="https://webfs.oecd.org/governmentataglance/Institutions/2023%20OECD%20PCSD%20Questionnaire.pdf" target="_blank">questionnaire</a> and a <a href="https://webfs.oecd.org/governmentataglance/Institutions/2023%20OECD%20PCSD%20Glossary.pdf" target="_blank">glossary</a> was also provided to guide respondents.

<p>This questionnaire was designed to assess the implementation of the substantive provisions of the PCSD Recommendation, covering the three pillars of the PCSD Recommendation:
</p>
<p><ul>
<li>Strategic vision for achieving the 2030 Agenda and the SDGs in an integrated and coherent manner;</li>
<li>Effective and inclusive institutional mechanisms to address policy interactions across sectors and align actions among levels of government;</li>
<li>Responsive and adaptive tools to anticipate, assess and address domestic, transboundary and long-term impacts of policies to advance SDGs</li>
</ul></p>
<p> The questionnaire was circulated to the Recommendation’s Adherents through the OECD Network of National Focal Points for Policy Coherence, who prepared and channelled the responses. Established in 2007, the Network unites experts from OECD member countries to examine how domestic policies affect developing nations. Initially composed of representatives from Foreign Affairs ministries and development agencies, including DAC Delegates, it expanded after the 2015 adoption of the 2030 Agenda and SDGs to include officials responsible for national SDG coordination—often from Centres of Government or ministries tasked with whole-of-government coordination.

<p> Responses were collected between November 2023 and January 2024. The 2023 database comprises responses from 24 OECD countries and 1 accession country.</a>.
