Digital government - 2025
<p>The OECD Survey on Digital Government gathers information on digital government strategies, governance, capacities, and service delivery practices across OECD and partner countries. The survey responses are used to calculate the OECD Digital Government Index (DGI) and support the development of policy recommendations on digital transformation in the public sector.

<h4>About this questionnaire</h4>
<p>
The content of the 2025 database was collected using an online <a href="https://webfs.oecd.org/governmentataglance/Openess,%20innovation%20and%20digital%20government/2025%20OECD%20Survey%20on%20Digital%20Government%203.0.pdf" target="_blank">questionnaire</a> and a <a href="https://webfs.oecd.org/governmentataglance/Openess,%20innovation%20and%20digital%20government/2025%20OECD%20DGI%203.0%20Glossary%20of%20Terms.pdf" target="_blank">glossary of terms</a> to guide respondents.
</p>
<p>The 2025 dataset provides information on the following topics:</p>

<li>Section A: Governance of digital government</li>
<li>Section B: Public sector capacities for digital government</li>
<li>Section C: Data-driven public sector</li>
<li>Section D: Open government data</li>
<li>Section E: Service design and delivery in the digital age</li>
</ul>

<p>
The 2025 database comprises responses from 36 OECD member<sup>1</sup> and 6 accession countries. The Survey collects evidence from the central/federal level of government, covering all ministries and agencies. Unless specified otherwise, sub-national governments are not included. Survey respondents are government officials responsible for digital government, data, or related policy areas.

All responses are based on evidence valid for the period from 1 January 2023 to 31 December 2024. Data collection for the Survey took place in 2025.
</p>
<p>
The survey evaluates both the implementation of the OECD Recommendation on Digital Government Strategies and the six dimensions of digital government maturity: user-driven, government as a platform, digital by design, data-driven, proactive, and open by default.
</p>
<p>
To ensure data quality and comparability, respondents were required to systematically provide supporting documentation for their responses. The OECD Secretariat conducted a thorough validation and fact-checking process. Responses without supporting evidence were not considered.
</p>
<p>
A composite indicator (Digital Government Index) was developed based on the survey responses and the methodology available <a href="https://www.oecd.org/en/publications/2023-oecd-digital-government-index_1a89ed5e-en.html" target="_blank">here</a>. Results are presented in the <a href=" https://data-explorer.oecd.org/vis?lc=en&df[ds]=DisseminateFinalDMZ&df[id]=DSD_GOV%40DF_GOV_DGOGD_2025&df[ag]=OECD.GOV.GIP&%20av=true&dq=......&lom=LASTNPERIODS&lo=5&to[TIME_PERIOD]=false" target="_blank">OECD Data Explorer</a> and analysed in OECD publications, including the <a href=" https://www.oecd.org/en/publications/digital-government-outlook_0496b2bc-en.html" target="_blank">Digital Government Outlook</a> and a 2025 results and key findings <a href=" https://www.oecd.org/en/publications/digital-government-index-and-open-useful-and-re-usable-data-index_6347ec74-en.html"_blank">working paper</a>.
