<p>The OECD dataset on the Governance of Infrastructure (Phase 2) contains the results of the 2022 OECD Survey on the Governance of Infrastructure. The database provides users with a unique resource on the governance of infrastructure in OECD countries. More specifically, it provides data on a set of governance dimensions, including stakeholder participation, regulatory framework and permitting procedures, management of threats to integrity, and environmental sustainability and climate resilience.</p> <h4>About this questionnaire</h4><p>The content of the database was collected using an online <a href="https://webfs.oecd.org/governmentataglance/Governance%20of%20infrastructure/2022%20OECD%20Survey%20on%20the%20Governance%20of%20Infrastructure.pdf" target="_blank">questionnaire</a> and a <a href="https://webfs.oecd.org/governmentataglance/Governance%20of%20infrastructure/2022%20OECD%20Survey%20on%20the%20Governance%20of%20Infrastructure_Glossary.pdf" target="_blank">glossary</a> was also provided. The 2022 OECD Survey on the Governance of Infrastructure was conducted in May-October 2022 by the Infrastructure and Public Procurement Division of the OECD Directorate for Public Governance. It covers the entire infrastructure life cycle mapping out governments’ decision making processes, tools and norms of interaction in the areas of stakeholder participation, regulation and permitting, integrity, evidence-informed decision making, sustainability and climate resilience.The 2022 Survey covers four of the ten pillars set out in the <a href="https://legalinstruments.oecd.org/en/instruments/OECD-LEGAL-0460" target="_blank">OECD Recommendation on the Governance of Infrastructure</a> adopted by the OECD Executive Council in 2020. Additionally, it covers the cross-cutting theme of environmental sustainability and climate resilience. The first three pillars of the OECD Recommendation (strategic planning; fiscal sustainability, affordability and value for money; and public procurement) were covered in the 2020 OECD Survey on the Governance of Infrastructure (Phase 1).The dataset for the 2020 Survey is available <a href="https://webfs.oecd.org/governmentataglance/Governance%20of%20infrastructure/2020%20Governance%20of%20Infrastructure.zip" target="_blank">here.</a></p><p>The goal of the 2022 Survey was to gather data and provide an improved understanding of current practices and procedures in infrastructure governance in OECD countries. The data collected allows for international comparative analysis, benchmarking of best practices, and monitoring of change in infrastructure governance practices over time in the following dimensions:</p><p><strong>Part I: Ensure transparent, systematic and effective stakeholder participation<br/>Part II: Promote a coherent, predictable, and efficient regulatory framework<br/>Part III: Implement a whole of government approach to manage threats to integrity<br/>Part IV: Promote evidence-informed decision making<br/>Part V: Deliver environmentally sustainable and climate-resilient infrastructure</strong><br/></p><p>A composite indicator was developed for each of the five parts of the survey (available <a href="https://data-explorer.oecd.org/vis?lc=en&df[ds]=Design&df[id]=DSD_GOV%40DF_GOV_INFPD_2023&df[ag]=OECD.GOV.GIP&df[vs]=1.0&av=true&pd=%2C&dq=A......&ly[rw]=MEASURE&ly[cl]=REF_AREA&to[TIME_PERIOD]=false&lo=5&lom=LASTNPERIODS" target="_blank">here</a>). This database covers parts I, II, III and V of the survey. It comprises 34 OECD countries.The data draw heavily upon self-reporting from governments representing the country’s own assessment of current practices and procedures. Respondents are predominantly senior officials in the central/federal ministries of infrastructure, public works and finance, as well as in infrastructure agencies and other line ministries. The data refers mostly to central/federal governments and excludes the subnational level.</p>
