<p> The OECD Survey on Open Government Data gathers information on open government data policies and practices across OECD and partner countries. The survey responses are used to calculate the OECD Open, Useful, and Re-usable data (OURdata) Index. </p> <h4>About this questionnaire</h4> <p>The content of the 2025 database was collected using an online <a href="https://webfs.oecd.org/governmentataglance/Openess,%20innovation%20and%20digital%20government/2025%20OECD%20Survey%20on%20Open%20Government%20Data%206.0.pdf" target="_blank">questionnaire</a> and a <a href="https://webfs.oecd.org/governmentataglance/Openess,%20innovation%20and%20digital%20government/2025%20OGD%20Survey%206.0%20Glossary%20of%20terms.pdf" target="_blank">glossary</a> was also provided to guide respondents. </p> <p>The 2025 dataset provides information on the following topics:</p> <p><ul> <li> Section A: Strategy for open government data </li> <li> Section B: Requirements to publish open data </li> <li> Section C: Data governance and institutional arrangements </li> <li> Section D: Incentives and training for public servants </li> <li> Section E: Monitoring impact </li> <li> Section F: Requirements, guidelines, and resources to support data availability and accessibility </li> <li> Section G: Central or federal open government data portal </li> <li> Section H: Stakeholder engagement </li> <li> Section I: High-value datasets </li> </ul></p> <p> The 2025 database comprises responses from 35 OECD countries<sup>1</sup> and 6 Accession countries. The Survey collected evidence from the central/federal level of government, covering all ministries and agencies, spanning the period from 1 January 2023 to 31 December 2024. Survey respondents comprised government officials responsible for data or open government policies. Data collection for the Survey ran in the first half of 2025. A composite indicator (OURdata Index) was developed based on the survey responses and the methodology available <a href="https://www.oecd.org/en/publications/2023-oecd-open-useful-and-re-usable-data-ourdata-index_a37f51c3-en.html" target="_blank">here</a>.
