Regulatory governance

<p>The OECD dataset on the Indicators of Regulatory Policy and Governance (iREG) presents up-to-date evidence of regulatory policy and governance practices of the OECD member countries,
the European Union as well as the five EU Member States that are not OECD member countries. It focuses on practices aligned with the OECD Recommendation on Regulatory Policy and Governance,
the first international instrument to address regulatory policy as a whole-of-government activity. The underlying data covers in detail three principles of the Recommendation: stakeholder engagement, regulatory impact assessment (RIA) and <em>ex post</em> evaluation.
For each of these areas, composite indicators were developed to measure the implementation of the Recommendation (available <a href="https://data-explorer.oecd.org/vis?lc=en&fs[0]=Topic%2C1%7CPublic%20governance%23GOV%23%7CRegulation%23GOV_REG%23&pg=0&fc=Topic&bp=true&snb=3&df[ds]=dsDisseminateFinalDMZ&df[id]=DSD_GOV_REG%40DF_GOV_REG_2025&df[ag]=OECD.GOV.GIP&df[vs]=1.0&dq=A.......&pd=2014%2C&to[TIME_PERIOD]=false">here</a>). They present information in four categories:

<li>Systematic adoption records formal requirements and how often these requirements are conducted in practice; </li>
<li>Methodology gathers information on the methods used in each area, e.g. the type of impacts assessed or how frequently different forms of consultation are used;</li>
<li>Oversight and quality control records the role of oversight bodies and publically available evaluations; and</li>
<li>Transparency records information that relates to the principles of open government, e.g. whether government decisions are made publically available.</li>

<h4>About this questionnaire</h4>
<p>The content of the database was collected through the 2014, 2017, 2021 and 2024 Regulatory Indicators surveys (more information can be found <a href="https://www.oecd.org/en/topics/sub-issues/measuring-regulatory-performance.html">here</a>).
Responses were provided by delegates to the OECD Regulatory Policy Committee (RPC) and central government officials. They underwent a verification process carried out by the OECD Secretariat in co-operation with respondents to enhance data quality and ensure comparability across countries and over time.The data covers practices at the national level that apply to all policy areas.
The data for stakeholder engagement and RIA focus on the processes of developing regulations (both primary and subordinate) that are carried out by the executive branch of the national government. The data for <em>ex post</em> evaluation covers all national regulations
regardless of whether they were initiated by parliament or the executive. The survey questionnaire has been developed in close co-operation with RPC delegates and members of the OECD Steering Group on Measuring Regulatory Performance.

The data for all EU Member States were presented in the 2019, 2022 and <a href="https://www.oecd.org/en/publications/better-regulation-practices-across-the-european-union-2025_6f007516-en.html">2025 Better Regulation Practices across the European Union</a> report.
