WBL: Supportive Framework, Mobility, Women are free from government-imposed mobility constraints, including when traveling with their children

The indicator assesses whether: (1) there are no procedural or administrative differences between women and men in their ability to travel with their children; OR (2) spousal consent is required to travel internationally with the child, but it applies equally to men and women; OR (3) there are no government-imposed mobility constraints placed on women. Score = 1 if any of the conditions is met; otherwise, score = 0.
