WBL: Supportive Framework, Mobility, The application processes for official identity documents are the same for a woman and a man

The indicator assesses whether: (1) application processes for official identity documents are uniform for both women and men; AND (2) there are no procedural barriers preventing a woman from applying for an official identity document in the same way as a man; AND (3) there are no additional document requirements for women that men are not subject to. Score = 1 if all three conditions are met; otherwise, score = 0.
