WBL: Supportive Framework, Marriage, Legal aid, provided through a government institution or government-funded institution, is available for family disputes
The indicator assesses whether: (1) there is legal aid either provided by the government itself or through a nongovernmental organization at least partially financed by the government, even if access is subject to certain income criteria. Universities (whether public or private) providing legal aid services are insufficient to obtain a score on this indicator; AND (2) the services provided may include aspects such as legal advice, assistance, and representation for family law matters including at least two of the following types of disputes: marriage, divorce, custody, or alimony; OR covering civil law case in jurisdictions where family law falls under the broader scope of civil law; AND (3) the service has sufficient prospects of success and is not frivolous.
Score = 1 if all three conditions are met; otherwise, score = 0. For details, please refer to the WBL Methodology Handbook (link: https://wbl.worldbank.org/content/dam/sites/wbl/documents/2026/WBL-Methodology-Handbook-2026-FINAL.pdf)
