WBL: Legal Framework, Childcare, Score (scale 0-100)

The Childcare topic legal frameworks score measures laws that regulate the availability, public financing, and quality of childcare services. It is calculated as the unweighted average of the indicator scores in the topic and rescaled to a 0–100 scale, where 0 represents the lowest possible score and 100 the highest possible score.
