Private sector instruments (PSI)

Private sector instruments (PSI) include loans to the private sector, guarantees, equity investments, mezzanine finance instruments, and reimbursable grants. In 2023, the Development Assistance Committee (DAC) revised its rules for treating PSI in Official Development Assistance (ODA). The agreed treatment of PSI aims to enhance the measurement of donor effort, stimulate innovation in development finance, and encourage the mobilisation of private finance. It also seeks to promote local private sector development and domestic resource mobilisation, while strengthening ODA integrity.

This dataset provides readily available, granular data on who is extending PSI, to where, using which financial instruments and for what purpose. The data is presented both on a flow and grant equivalent bases (the latter being the measurement basis for ODA since 2018) and includes information of the additionality of the transactions with the private sector. The data are comparable across all providers who report their activity-level statistics to the OECD.

Please consult our database of development finance classifications for further information on all possible codes for each attribute.

For more information on PSI, please see the OECD's pages on ODA standards and ODA modernisation, including frequently asked questions (FAQs) on ODA modernisation and PSI.
