QuIS Industrial policy financial instruments

The QuIS database gathers data on industrial policy expenditures at the policy instrument level categorised by instrument type and target. Industrial policy expenditures are defined as direct support extended by the public sector to businesses, aimed at promoting investment, improving competitiveness, or supporting economic development. The database includes 15 policy targets, some of which are organized into broader categories:

1) Inputs: 'R&D', 'Fixed capital', 'Financial and other capital', 'Labour costs', 'Skills/training', 'Energy costs', 'Intermediate inputs'. 2) Output-based. 3) Sectoral. 4) Type of firms: 'SMEs and young firms', 'Other firms'. 5) Location: 'Clusters', 'Regional'. 6) Twin transition: 'Green', 'Digital'. 7) Technology.

Financial instruments, defined as the provision of loans, loan guarantees or equity investments by government entities, are measured through the so-called notional amounts method, which measures the amount of financing (or guarantees) provided by public entities. This measure was chosen as it is the most widely available across countries. However, amounts obtained with this method are not directly comparable with grants and tax expenditures, so the two types of instruments are recorded and analysed separately.
