The Global Partnership for Education is underpinned by the principles set out in the March 2005 Paris Declaration on Aid Effectiveness. The Global Partnership, therefore, anticipates that Local Education Groups (LEGs) will use the following order of preference when choosing a modality for GPE funding: Budget support (general or sector); pool funding; or stand-alone project. The LEG will need to determine the most appropriate and efficient way to channel the Program Implementation Grant into the education sector, balancing risks with the need to optimize capacity building and country ownership.
